2024 City Pavement Rehabilitation Project
Overview
Approximately three (3) miles of roadway are proposed to be reconstructed in the two neighborhoods. The areas proposed for improvement are shown in more detail on the maps below.
Area 1
- Chan View from Laredo Drive to Great Plains Blvd
- Great Plains Boulevard from Santa Fe Trail to West 78th Street
- West 77th Street from Great Plains Blvd to Frontier Trail
- West 76th Street
- Kiowa Avenue
- Iroquois Avenue
- Huron Avenue
Area 2
- Del Rio Drive from Laredo Drive to Santa Fe Trail
- Santa Fe Trail from Del Rio Drive to Great Plains Blvd, including Santa Fe Circle
Area 3
- Stone Creek Drive from Coulter Blvd to Boulder Road
- Creek View Court
- Bluff View Court
None of these areas have had major rehabilitations performed after their original construction (only maintenance activities such as crack seals, chip seals and pothole patching). All project areas need to be evaluated with anticipated improvements to include:
- Full depth reclamation or Mill and overlay
- Spot soil corrections or reconstruction
- Spot curb and gutter replacement
- ADA improvements
- Stormwater management spot repairs
- Sanitary sewer spot repairs
- Watermain spot repairs

- Two Public Open Houses will be held during this project. The first meeting will be held on January 4, 2024 in relation to the Feasibility Study, and the second will be prior to the City Council meeting to adopt the assessments which is planned for April 10, 2024. - The City of Chanhassen's Assessment Policy is intended to provide general direction to city staff and their consultants in preparation of assessment rolls to ensure fair and consistent treatment of all properties that are subject to an assessment. This document will also be used to educate and explain to property owners about the policy. All assessments shall follow the process outlined in Minnesota State Statutes, Chapter 429, which gives the city the legal authority to assess property.

The City's inspector or contractor will notify occupants directly if they are impacted by a utility service shutdown (for example, water shutoff) or work (such as excavation or new curb) that will impede access to the property for hours or days. |

Chan View Area
77th St and Great Plains Ave:
Restoration work will continue intermittently.
Chan View, Iroquois, and Kiowa:
Restoration work will continue intermittently.
Huron and 76th:
The roadway base pavement is planned to be paved tomorrow, 11/8. Streets signage and the remainder of the mailboxes from phases 3 and 4 will be permanently installed on November 11. Restoration work and raising iron will begin next week.

November 1, 2024
The City would like to remind you that you can pre-pay the assessment to the City of Chanhassen by November 22, 2024 and no interest will be charged. If no pre-payment or partial pre-payment is made the remaining balance will be paid via County property taxes.
Payment reminder notices were mailed to property owners on October 4th.
Access to 76th from Laredo will be closed to install the new valley gutter running adjacent to Laredo. This access will be opened next week after strength testing confirms the concrete has cured to an appropriate level.
Streets signage and the remainder of the mailboxes from phases 3 and 4 will be permanently installed on November 11.
Chan View Area
77th St and Great Plains Ave:
The concrete sidewalk will be allowed to cure and some restoration work may occur.
Chan View, Iroquois, and Kiowa:
Restoration work will continue intermittently.
Huron and 76th:
All curb and gutter should be completed today with potentially some spot corrections on Monday of next week. The roadway base pavement is planned to be paved 11/5 or 11/6, pending weather delays.
ALL HOUSES ALONG HURON AND 76TH WILL HAVE TO PARK OUTSIDE OF DRIVEWAYS UNTIL THE CONCRETE HAS CURED. THE CONCRETE WILL TAKE UP TO 7 DAYS TO CURE AND DRIVEWAYS WILL BE CLOSED AT THAT TIME TO VEHICLE TRAFFIC. NOTICES WILL BE PLACED ON DOORS TO NOTIFY EFFECTED RESIDENTS PRIOR TO CONCRETE BEING POURED.

Concrete sidewalk along Great Plains in front of the school is planned to be installed next week. The electrical subcontractor is also expected to be working on the street lighting at the end of next week. The project team continues to coordinate with Chapel Hill with respect to the school operations.
Chan View, Iroquois, and Kiowa:
The paving of the base course may get completed today. If they don’t finish the paving today - it will be completed when they come back to pave again on October 31. Restoration and bringing the utility access points to the surface will be completed next week along these streets.
Huron and 76th:
Utility installations have been completed. The crew is removing the temporary water piping system and cleaning up. The roadway base section will continue to be excavated and installed next week. Concrete curb work is scheduled to begin on 10/28 along Huron and continue on 76th through 10/30. The roadway base pavement is planned to be paved 10/31 and 11/1, pending weather.

77th St and Great Plains Ave:
Concrete sidewalk along Great Plains in front of the school will be installed in the next couple weeks, pending relocation of irrigation. The project team continues to coordinate with Chapel Hill with respect to the school operations.
Chan View and Iroquois and Kiowa:
The paving of the base course is tentatively scheduled for October 17th and 18th.
ALL HOUSES ALONG CHAN VIEW, IROQUOIS, AND KIOWA WILL NEED TO CONTINUE TO PARK OUTSIDE OF DRIVEWAYS UNTIL THE CURB AND GUTTER HAS CURED AND GAINED ENOUGH STRENGTH TO SUPPORT VEHICULAR LOADING – THIS CAN TAKE UP TO 7 DAYS.
Huron and 76th:
The contractor continues to work on utility work on 76th from Great Plains to Iroquois. Excavation and aggregate placement work along 76th will begin on October 15. Concrete work is scheduled for October 28th – 30th. Base pavement is planned for November 2, pending weather.
Del Rio and Santa Fe Area
The milling and overlay paving is tentatively scheduled for October 16th-18th.
Stone Creek Area
Street and utility work has been completed for this area. Park Construction will be doing pond cleanout work over the winter.
All Areas
If you have the capacity to locate any sprinkler systems and dog fences on your property that would be near the curb lines, please do so, that will benefit the contractor to help minimize damage to your systems.

The contractor continues to utilize additional crews to accelerate the work in the Chan View area in an attempt to get as much or all of the base course paving completed yet this year by taking advantage of the better weather received the second half of the construction season. Unfortunately these efforts also increase the inconvenience of the construction within the neighborhood because more area is being affected by the crews. The construction team will continue to work with the contractor on communication and strive to keep individual property owners informed when the construction affects their access.

October 4, 2024
Chan View Area
77th St and Great Plains Ave (Phase 1):
Concrete sidewalk and lights along Great Plains in front of the school will be installed next week, pending weather. The project team continues to coordinate with Chapel Hill with respect to the school operations.
Chan View and Iroquois (Phase 2):
The schedule for concrete curb placement has been updated to occur beginning on October 10th and potentially continuing into October 14th. The paving of the base course is tentatively scheduled for October 18th.
ALL HOUSES ALONG CHAN VIEW AND IROQUOIS STREET WILL HAVE TO PARK OUTSIDE OF DRIVEWAYS BEFORE CURB AND GUTTER IS POURED ON OCTOBER 10. CONCRETE CURB WILL TAKE 7 DAYS TO CURE AND DRIVEWAYS WILL BE CLOSED AT THAT TIME TO VEHICLE TRAFFIC. NOTICES WILL BE PLACED ON DOORS TO NOTIFY EFFECTED RESIDENTS PRIOR TO CONCRETE CURB BEING POURED.
Kiowa and Huron (Phase 3):
Storm sewer is being installed and should be finished next week on Huron. Concrete curb is scheduled to begin on Kiowa after the concrete crew completes Phase 2 and then they will move to Huron. This is tentatively planned for October 15th thru October 18th. The roadway base pavement is tentatively planned to be paved on October 24th.
76th (Phase 4A): The contractor is working to finish up the utility work on 76th from Great Plains to Iroquois by mid next week. They will begin the excavation for the roadway base on October 17th. Concrete work is expected to begin around October 22nd with the base course paving occurring around October 26th.
76th (Phase 4B): The contractor is planning to be able to complete the portion of 76th from Laredo to Iroquois this season. Utility work is expected to occur from October 3rd through October 16th. Roadway base excavation is planned for October 22nd through October 25th. Concrete work from October 26th through the 29th with asphalt base paving tentatively occurring on November 2nd.
Del Rio and Santa Fe Area
The contractor will be doing restoration in this area next week. The milling and overlay paving is tentatively scheduled for October 16th-18th.

If you have the capacity to locate any sprinkler systems and dog fences on your property that would be near the curb lines, please do so, that will benefit the contractor to help minimize damage to your systems.

Concrete curb is scheduled to be poured on October 4TH at the earliest, but may occur October 7th. The paving of the base course is tentatively scheduled for October 11th.
ALL HOUSES ALONG CHAN VIEW AND IROQUOIS AVENUE WILL HAVE TO PARK OUTSIDE OF DRIVEWAYS BEFORE CURB AND GUTTER IS POURED ON 10/4. The contractor is working on utility work on 76th from Great Plains to Iroquois. This phase will include temporary water for residents on 76th between these two blocks.
Del Rio and Santa Fe Area
The mill and overlay paving is tentatively scheduled for October 16th-17th.
Stone Creek Area
Street and utility work has been completed for this area. Park Construction will be doing pond cleanout work over the winter. Residents in the Stone Creek Area can pull out private utility flags in their own yard at this time.

Stone Creek Area
Street and utility work has been completed for this area. Park Construction will be doing pond cleanout work over the winter. Residents in the Stone Creek Area can pull out private utility flags in their own yard at this time.
Del Rio and Santa Fe Area
There is one line of sanitary sewer that will need to be lined, but we don’t have a firm timeline for this work yet. The contractor continues to utilize this route for trucking and doesn’t want to run trucks over new paving. Paving is now tentatively scheduled for October 4th-7th.
Chan View Area
77th St and Great Plains Ave (Phase 1):
Paving of the base course in this Phase is scheduled for Saturday, 9/21.
ALL HOUSES ALONG 77TH AND GREAT PLAINS WILL HAVE TO PARK ALONG ADJACENT STREETS AND OUTSIDE OF DRIVEWAYS BEFORE PAVING OPERATIONS SATURDAY 9/21. CONCRETE CURB WILL TAKE 7 DAYS TO CURE AND DRIVEWAYS WILL BE CLOSED AT THAT TIME TO VEHICLE TRAFFIC.
Chan View and Iroquois (Phase 2):
Concrete curb is scheduled to be poured on October 3rd. With the paving of the base course tentatively scheduled for October 9th (2 days).
Kiowa and Huron (Phase 3):
Storm sewer is being installed, with a tentative completion date the second week of October. Concrete curb is tentatively scheduled for 10/17 on Kiowa.
76th (Phase 4):
76th has been separated from Phase 3 to create another phase. This has been planned to ensure too large of an area isn’t opened up during the back end of the construction season. Currently, Park Construction has schedule work on 76th to commence today. City staff will continue to coordinate with the contractor from a scheduling perspective. If we don’t feel the contractor will be able to finish Phase 4 before the end of the construction season – we will factor this into the future planning. The contractor has been given the go ahead to continue utility work on 76th from Great Plains to Iroquois. This phase will include temporary water for residents on 76th between these two blocks. The contractor is holding off on 76th from Iroquois to Laredo until after we see how the next couple weeks go with weather.
A separate private utility crew will be working on fiber relocation at the water tower parcel next week.

September 13, 2024
Chan View Area
77th St and Great Plains Ave (Phase 1):
Concrete curb will be poured starting 9/16. The installation of the concrete curb and any necessary driveway panels is estimated to take about 3 days in this area. Paving of the base course in Phase 1 is scheduled for Saturday, 9/21.
Beginning at 7am on Monday, September 16, vehicular access will need to be restricted to all properties with driveways connecting to 77TH St and Great Plains Blvd. The concrete curb will be placed along these streets and a curbing machine will need to go in front of each property during the day. The curb will trap vehicles in driveways as the concrete needs to be protected to cure and gain strength to support vehicular loading. As a result, all vehicles will need to park along adjacent streets outside of Phase 1 before this time (reference exhibit below). Construction staff will monitor the concrete curing, but once it has been placed it can take up to 7 days to obtain enough strength to re-establish access. The contractor will re-establish access as soon as possible by ramping in the driveways back in with gravel when the concrete is ready to be traversed. A separate notification will be distributed to affected properties in addition to this email notification.
The project team continues to coordinate with Chapel Hill with respect to the school operations to manage the traffic volume and busing.
Chan View and Iroquois (Phase 2):
The storm sewer in Phase 2 is planned to be installed after the sanitary sewer and water service line installations have been completed. Some of this work has started along Chan View and will continue into early next week. Grading work for re-building the street section will follow soon thereafter. Concrete work is scheduled to begin on October 2nd with the paving of the base course tentatively scheduled for October 8th.
Kiowa and Huron (Phase 3):
Temporary water has been set up. Water testing of the temporary main will be completed along Kiowa on 9/16. If water test results pass, new watermain and sanitary will be installed beginning on 9/17. Storm sewer will be installed following sanitary and water, with a tentative completion date the second week of October.
76th (Phase 4):
76th has been separated from Phase 3 to create another phase. This has been planned to ensure too large of an area isn’t opened up during the back end of the construction season. Currently, the contractor has scheduled reclaiming and utility work along 76th to potentially commence on September 24th. City staff continues to coordinate with the contractor from a scheduling perspective. Work along 76th is still to be determined based on current progress, weather, availability, and access.
Stone Creek Area
Street and utility work has been completed for this area. There is some punch list work remaining. Park Construction will be completing the pond cleanout work over the winter.
Del Rio and Santa Fe Area
The contractor continues to utilize this route for trucking and is trying to avoid routing trucking over new pavement.
All Areas

Chan View Area
77th St and Great Plains Ave (Phase 1):
Roadway base will continue to be built up next week on Great Plains. Concrete curb will be poured starting 9/12 (this will take ~2 days). Paving of the base course in this Phase is scheduled for Saturday, 9/21 to avoid school operations with a back-up date of Friday, 9/20 based on the weather forecast.
The project team has met with Chapel Hill with respect to the school operations and continues to coordinate with them during construction activities to manage the traffic volume and busing.
Chan View and Iroquois (Phase 2):
The last middle stretch of watermain will be completed on Chan View next week. Water services will be connected to new main starting Friday 9/6. The storm sewer will begin after service work has been completed, around 9/10.
Water services on Iroquois will be hooked up starting 9/10.
Kiowa and Huron (Phase 3):
Temporary water has been set up. Water testing in temp main will be tested on Huron and Kiowa, 9/9 and 9/16, respectively. If water test results pass, new watermain and sanitary will be installed beginning on 9/17.
76th (Phase 4):
76th has been separated from Phase 3 to create another phase. This has been planned to ensure too large of an area isn’t opened up during the back end of the construction season. Currently, Park Construction has scheduled work on 76th to commence on September 24th. City staff will continue to coordinate with the contractor from a scheduling perspective. If we don’t feel the contractor will be able to finish Phase 4 before the end of the construction season – we will factor this into the future planning.

Stone Creek Area
No updates this week for this project area.
Del Rio and Santa Fe Area

Please note that as the contractor brings in additional crews to accelerate the work in the Chan View area that the inconvenience of construction will also result because more area will be affected by the construction. The roadway base on 77th and on Great plains from 78th to 77th will be completed this week.
The project team has met with Chapel Hill with respect to the school operations and continues to coordinate with them during construction activities to manage the traffic volume and busing.
Chan View and Iroquois (Phase 2):
The second pipe crew will continue to work on sanitary sewer on Chan View. Watermain will continue to be installed along Chan View next week. A third crew will be added to the Phase 2 area of the project after Labor Day to help expedite the utility work and install utilities on Iroquois.
Kiowa and Huron (Phase 3):
Reclaiming of the roadway pavement will begin September 3rd, followed by utility crews installing water, sanitary sewer and storm from mid-September to early October.
76th (Phase 4):
76th has been separated from Phase 3 to create another phase. This has been planned to ensure too large of an area isn’t opened up during the back end of the construction season. Currently, Park Construction has schedule work on 76th to commence on September 24th. City staff will continue to coordinate with the contractor from a scheduling perspective. If we don’t feel the contractor will be able to finish Phase 4 before the end of the construction season – we will factor this into the future planning.

Park Construction continues to have a second pipe crew on site to expedite the utility work. The roadway subbase is being progressed on 77th and will start on Great Plains next week working from South to North. The road crew plans to follow the pipe crew to work on grading the roadway in Phase 1. The concrete subcontractor is scheduled to begin placing curb and driveways in Phase 1 starting today, 8/23. They will begin at 78th and work towards 77th. Chapel Hill has a school Open House on 8/26. At this time, attendees of the open house are planning to park at the Dinner Theatre.
The project team has met with Chapel Hill with respect to the school year starting and will continue to coordinate with them during construction activities to manage the traffic volume and busing.

Sod work and seeding has been taking place. Unfortunately, the final lift of paving has been pushed off a couple of weeks.
Del Rio and Santa Fe Area

The contractor is finishing up the services early next week. The second pipe crew on site started storm sewer on Great Plains starting at 78th street and will be working north. The contractor will be working on Saturday on storm sewer. They will start on building the roadway mid to end of next week starting at 78th Street and working north. The road crew will be following right behind the pipe crew to work on finishing the roadway.

Reclaiming of aggregate base started on Chan View between Great Plains and Iroquois. Debris piles were removed this week. A watermain shutdown is being planned for the area on either the 14th or 15th. Affected homes will be notified 48 hours prior to the shutdown. Sanitary sewer work on Chan View will begin end of next week.

The revised date for topsoil is Friday the 12th and Monday the 15th. Sodding will be taking place between the 16th and the 19th. If there are any issues with your irrigation or dog fences that was caused by construction, please notify David Carpenter. Manholes and gate valves will be raised the 22nd and 23rd. With final wear course paving taking place on the 25th.
The weather has delayed the contractor some, trying to find some dry topsoil to use on the project.

PLEASE NOTE: The contractor has requested the closure of Great Plains from just south of Chan View to just south of 77th Ave. The City of Chanhassen went through a review process which included the street department and emergency services. We have approved this closure to help eliminate cars and trucks getting stuck in this area. Additional signage will be installed. Access to adjacent driveways and businesses will be maintained. Unfortunately, this segment of roadway has particularly bad soils. We ask residents to find alternative routes. We apologize for this inconvenience, but we feel this is necessary for the safety of the traveling public.

Sanitary sewer will be completed between 77th and 76th on Great Plains on Wednesday. The rest of this week they will work on a couple sewer services. Early next week the crew will be working on the water service to the school, then the rest of the week they will be working on the watermain from 78th to 76th with services to begin after the testing of the new watermain is completed. The contractor is working hard to maintain access to all homes during all the rain events.
With utility work happening on in Phase 1 along Great Plains and 77th, we ask residents to be prepared to be notified to relocate their vehicles out of their driveways between 7:00am to 6:00pm for the next couple weeks due to construction impacts. Please plan on parking on 76th Street or Huron Ave in these instances. Access to driveways will be limited during the day when the crew is working in front of your driveway but affected homes will be notified prior to access being restricted.

Affected homes will be notified prior to access being restricted.

Storm sewer work in the Del Rio/ Santa Fe area will be wrapping up this week ending 5/17. The utility crew will begin pipe work in the Stone Creek area. Storm sewer will be on 5/20 and 5/21. Access to Creek View Ct and Bluff View Ct will be limited during the storm sewer installation. On Monday 5/20 Stone Creek will be completely closed between Andrews Ct. and Bluff View Ct for the installation of storm sewer across Stone Creek. Access to homes north of Bluff Creek Ct will be maintained.
Watermain shutdown is scheduled for May 22nd between Creek View Ct and Coulter Blvd between 8:00 am and 3:00 pm. Affected homes will be notified on Monday 5/20. Access to the cul de sacs will be limited on Wednesday as well.
Great Plains Blvd will be reclaimed to 77th including 77th St. beginning on May 23rd.

All Project Areas:
The contractor has adjusted the staging for the project. Originally the contractor intended to begin in the ChanView area and finish in the Stone Creek Blvd area. Unfortunately, CenterPoint Energy has decided to move a gas line in the ChanView area. Instead of having both the gas contractor and the street contractor (Park Construction) working in the same area … Park Construction adjusted the schedule to move into the Stone Creek Blvd and Del Rio/Santa Fe areas. The project team apologize’s for any inconvenience this modification to the schedule may cause but the overall project will benefit from the adjustment. We will continue to post updates on a weekly basis now that construction has started but additional updates will be posted if other major adjustments occur or if weather impacts the planned work sequencing.

This week Park Construction has their sub-contractor on site doing the reclamation of the pavement on Stone Creek Drive. This work should be completed by Monday May 13th.
Utility pipe crews will be working in the Del Rio/Santa Fe area during the week of 5/13 to 5/17.
Concrete curb and gutter will be removed in both the Del Rio/Santa Fe area and the Stone Creek Blvd area. Any curbs removed in front of driveways will be ramped with gravel to allow for access to the driveway. Near the end of May the new curb and gutter will be placed. Specific homes impacted by this work will be individually notified.
Utility pipe crews will be in the Stone Creek area the week of 5/20 to 5/24 installing storm sewer.

The City has contracted with Shadywood Tree Experts and Landscaping to perform some tree pruning throughout the project area. Crews will be pruning along the roadway and the canopy above the road, ahead of the upcoming street project, to ensure there is room for trucks and construction equipment to operate safely. Signs are being placed around the neighborhood notifying property owners. Crews are expected to begin next week and continue throughout the neighborhood until they have finished, but an exact schedule is not available.

The city contracted with a firm to perform geotechnical exploration work as part of the 24-01 street project. Crews will be locating utilities, coring 4” holes for pavement samples, and performing 5’-15’ borings for soil samples within the streets along the project areas over the next few weeks. Coring operations are tentatively scheduled to begin next week, with the borings the first week of January. All holes will be patched.

Survey will be beginning today in the Chan View area. Locate requests throughout the project area have occurred and will continue to occur on an as needed basis. Design personnel and Public Works staff will continue to visit the project to review existing conditions and make work task assessments. Geotechnical work will occur throughout the project area in late December and early January.
October 25, 2023
City Staff prepared a Request for Proposals and solicited proposals from qualified consulting engineering firms to design this project. Staff has reviewed the proposals and made a recommendation to the City Council to award this contract to the firm with the best overall score at the October 30, 2023, City Council meeting.
