Liquor Licensing
According to Chapter 10 of the Chanhassen City Code, no person, except as otherwise provided in Minnesota Statute Chapter 340A, shall directly or indirectly deal in, sell, keep for sale, or deliver any intoxicating liquor, 3.2 percent malt liquor, or wine as part of a commercial transaction without first having received a license to do so; nor shall any private club or public place, directly or indirectly, or upon any pretense or by any device, allow the consumption or display of intoxicating liquor or serve any liquid for the purpose of mixing with intoxicating liquor without first obtaining a license from the city.
Overview
Granted only to hotels, bowling centers, clubs, restaurants, and exclusive liquor stores. A license shall be issued to clubs and congressionally chartered veterans' organizations if they have been in existence for at least three years and liquor sales will only be to members and bona fide guests. On-sale licenses will only be issued to exclusive liquor stores that were licensed on January 1, 2000.
On-Sale Sunday License
Issued only to a hotel or restaurant, with facilities for serving not less than 50 guests at one time, to which an on-sale intoxicating license has been issued. Such license may permit the sale of liquor to be consumed on the premises during the hours allowed by state law in conjunction with the serving of food provided that the licensee is in conformance with the Minnesota Clean Indoor Air Act, M.S. § 144.411 et seq., and provided a public hearing is held prior to the issuance of the license.
Application Procedure
A public hearing with the City Council is required prior to issuance of a liquor license in the city. A legal notice will be published in the local newspaper and all property owners within 500 feet of the site will be notified by mail at least 10-days in advance of the public hearing. City Council meetings are held on the second and fourth Mondays of each month, except in December when there is only one meeting held on the second Monday.
Submit the following at least 30-days prior to the desired City Council meeting date:

- Personal History Form (Part II)*
*A Personal History Form must be filled out by each individual, partner, or officer in the corporation, partnership or sole proprietorship, AND the designated Operating Manager of the restaurant where intoxicating liquor will be sold. If the license is approved by the City Council, the following must be submitted:
- Certification of an On Sale Liquor License form
- Certificate of Insurance indicating liquor liability, general liability, and workers compensation insurance. The liquor liability insurance must meet minimum state requirements and have an expiration date of April 30 (license term runs May 1 through April 30 annually) OR contain the phrase "Coverage is continuous until cancelled." The City of Chanhassen must be named as an additional insured and the trade name (DBA) and physical address of the business must be shown on the certificate.
- Annual License Fee payable to the City of Chanhassen (determined by floor area as shown below). An additional $200 is required for Sunday Sales.
- Restaurant
- $6,115 for 3,000 square feet or less
- $9,609 for 3,001-6,000 square feet
- $13,104 for over 6,000 square feet
- Non-Restaurant
- $7,862 for 3,000 square feet or less
- $11,356 for 3,001-6,000 square feet
- $14,851 for over 6,000 square feet

- Completed Buyer's Card Application and a $20 check made payable to the Minnesota Department of Public Safety.
Once these documents are received, they will be sent to the State of Minnesota, Department of Public Safety, Liquor Control Division for final review.
Overview
Minnesota Statute 340A.404 states that an on-sale intoxicating liquor license may be granted to clubs or congressionally chartered veterans organizations with the approval of the commissioner, provided that the organization has been in existence for at least three years and liquor sales will only be to members and bona fide guests, except that a club may permit the general public to participate in a wine tasting conducted at the club under section 340A.419;

Overview
Issued, with the approval of the commissioner of public safety, only to restaurants having facilities for seating of at least 25 people at one time for the sale of wine not exceeding 24 percent alcohol by volume and for consumption on the licensed premises only in conjunction with the sale of food (must be a Category 2 food permit or greater). The holder of a wine license who is also licensed to sell 3.2 percent malt liquor on-sale may also sell intoxicating malt liquors at on-sale without an additional license.

Issued to bona fide clubs, bowling centers, golf courses, including driving ranges, restaurants, and hotels where food is prepared and served for consumption on the premises only.

Issued to general food stores and drug stores and permit the sale of 3.2 percent malt liquor at retail in the original package for consumption off the premises only.

Overview
Granted to a brew pub or brewery licensed under Minnesota Statute Section 340A.301, subdivision 6, clause (c), (i), or (j) for the off-sale of malt liquor at its licensed premises that has been produced and packaged by the brewer as provided in Minnesota Statute Sections 340A.24, 340A.28, and 340A.285.

Additionally, the city council may issue to a brewer who manufactures fewer than 3,500 barrels of malt liquor in a year or a microdistillery, a temporary license for the on-sale of intoxicating liquor in connection with a social event within the municipality sponsored by the brewer or microdistillery.
The license may authorize the on-sale of intoxicating liquor for not more than four consecutive days and may authorize on-sales on premises other than premises the licensee owns or permanently occupies. No more than three four-day, four three-day, or six two-day temporary licenses, in any combination not to exceed 12 days per year, may be issued for the sale of alcoholic beverages to any one organization or registered political committee, or for any one location.
The license may provide that the licensee may contract for intoxicating liquor catering services with the holder of a full-year on-sale liquor license issued by the city.
The licenses are subject to the terms imposed by the city.
All temporary on-sale intoxicating liquor license applications must first be approved by the Chanhassen City Council, then by the Minnesota Commissioner of Public Safety before they become valid.
APPLICATION MUST BE SUBMITTED AT LEAST 30 DAYS PRIOR TO THE EVENT.

Minn. Stat. § 340A.404, subd. 4(b) and Chapter 10, Article II, Division 2, Section 10-19(o) of the Chanhassen City Code authorizes the holder of a retail on-sale intoxicating liquor license issued by the City of Chanhassen to apply for a permit to dispense intoxicating liquor off the licensed premises at a Community Festival occurring at a park within the City.
Community Festival Permits are issued to on-sale intoxicating liquor license holders, specifically those establishments in Chanhassen that hold the following liquor licenses:
- On-Sale Intoxicating Liquor License
- On-Sale Wine and Beer License
- On-Sale Brewer Taproom License
