2023 City Pavement Rehabilitation Project
Overview
Approximately five (5) miles of roadway are proposed to be rehabilitated in several different neighborhoods. The areas proposed for improvements are shown in more detail on these maps.
- The Curry Farms/Mulberry/Creek Run Trail area lies north and south of Lake Lucy Road, west of Powers Boulevard, with approximately 1.6 miles of streets built in the late 1980s and early 1990s.
- The Lake Susan Hills West area lies east of Audubon Road, north of Lyman Boulevard, and south of TCW Railroad, with approximately 1.3 miles of streets built in the late 1980s and early 1990s.
- The Mission Hills area lies east of CSAH 101, north of TH212, and south of TH5, with approximately 0.4 miles of streets built-out in 1993.
- The Saddlebrook area lies on the east side of Powers Boulevard just north of downtown, with approximately 1.5 miles of streets built in the late 1980s.
- The Ches Mar area lies 0.3 miles north of the intersection of Trunk Highway 41 (Hazeltine Boulevard) and Longacres Drive, with approximately 0.1 miles of street originally built as the old TH 41 corridor.
- The Bramble area lies 0.2 miles south of the intersection of Trunk Highway 101 (Great Plains Boulevard) and Pioneer Trail, with approximately 0.3 miles of streets built out in the late 1995.

None of these areas have had major rehabilitations performed after their original construction (only maintenance activities such as crack seals, chip seals, and pothole patching). All project areas need to be evaluated with anticipated improvements to include:
- Full depth reclamation
- Mill and overlay (full depth or partial)
- Spot soil corrections or reconstruction
- Spot curb and gutter replacement
- ADA improvements
- Stormwater management spot repairs
- Sanitary sewer spot repairs
- Watermain spot repairs
- A Construction Newsletter was mailed to affected residents ahead of the project start date.

- The City of Chanhassen's Assessment Policy is intended to provide general direction to city staff and their consultants in preparation of assessment rolls to ensure fair and consistent treatment of all properties within the city that are subject to an assessment. This document will also be used to educate and explain to property owners about the policy. All assessments shall follow the process outlined in Minnesota State Statutes, Chapter 429, which gives the city the legal authority to assess property.

The City's inspector or contractor will notify occupants directly if they are impacted by a utility service shutdown (for example, water shutoff) or work (such as excavation or new curb) that will impede access to the property for hours or days. |

All Project Areas:
The Contractor is working with staff to complete punchlist items relating to last summer’s construction project including restoration efforts such as re-seeding and topsoil spreading in areas that have settled and areas where grass immergence is not adequate. They are also working on miscellaneous items such as cleaning and removing construction related debris, adjusting gate valves, and minor concrete repairs.
The Contractor plans to complete all topsoil spreading within the next few days and start re-seeding beginning next week (week of May 13th). They will also be completing irrigation repairs on systems still requiring it. Please notify the construction project inspector (Karth Whiteside) if you suspect construction damage to your irrigation system or notice any other items that may be punchlist related.

The contractor has re-started work on the project and is currently addressing any remaining tasks and punch list items relative to the project including restoration. Please reach out if there are any concerns caused by the project related to an irrigation system when your system is restarted this spring.

All project components are now substantially completed. Crews will continue to work on small punchlist items as weather conditions allow. Project personnel will complete a walkthrough in the spring to check for restoration conditions and address additional items that come up over the winter. Please notify the project inspection team of any concerns so they may be evaluated in the spring.

- Grading and shaping for asphalt pavement will continue over the next couple of days.
- Street paving crews are scheduled to pave the base course later Tuesday, October 10, after the Mission Hills area is completed. This work could lag into October 11, depending on progress.
- The wear course is tentatively planned to be paved on October 31.

- Concrete curb, sidewalk, and driveway construction is anticipated to begin mid-week.
- Street grading and shaping will begin in preparation for pavement at the end of the week.
Creek Run Trail Area (October 2 to October 6)
- Concrete curb and driveway installation construction is anticipated to begin mid-week.
- Grading and shaping for asphalt pavement is expected to begin late in the week.
All Project Areas:
Xcel Energy crews are anticipated to be on-site working on reinstalling all streetlights on or around October 19.
September 22, 2023
Curry Farms and Mulberry Area: (September 25 to September 29)
- There may be a few remaining areas that need restoration of soil, turf, and landscaping.

- Trail paving is anticipated for Monday, September 25.

- Irrigation repairs will occur next week.
- The street will be graded early in the week.
- Paving is anticipated for Thursday and Friday, September 28 and 29.
Mission Hills Area (September 25 to September 29)
- Curb removals will begin next week.
- The street pavement is anticipated to be reclaimed on Thursday, September 28, leaving the street as a drivable gravel surface.

Saddlebrook Area (September 18 to September 22)
- Sod and turf restoration will begin early in the week.
- Driveway paving will continue.

- Concrete crews will install the curb gutter and sidewalk during the week.
- Crews will reclaim and remove the existing asphalt pavement approximately mid-week.

- Utility crews will continue to work on valve and storm sewer improvements during the week.

- On Monday, September 18, Mission Hills Circle will be closed for planned utility work.

September 11, 2023
Curry Farms and Mulberry Area: (September 11 to September 15)
- Paving crews will be paving the final lift of asphalt on the street on Friday, September 15. They will start on the neighborhood's north side, near Ashton Ct and Teton Ln. More information will be available at the end of the week for the remaining paving and areas that will need to be finished next week.
Saddlebrook Area (September 11 to September 15)
- Paving crews plan to finish paving the neighborhood's North side and finishing at or near the intersection of Saddlebrook Trail and Saddlebrook Curve today, September 23. They have been granted a working hours extension to work to 7 p.m. this evening.
- Paving crews plan to finish paving the neighborhood's South side tomorrow morning (September 12) starting at 7 a.m. on the cul-de-sac on Canyon Curve.
Please have vehicles off the street from 7 a.m. to 6 p.m. when paving operations are ongoing. Please proceed with caution, slow down, and drive safely. Please keep in mind that these dates are tentative and subject to change.

- Street crews will be working on repairing various subgrade sections and preparing for bituminous paving.
- Removal crews will continue working on curb, gutter, and sidewalk removals throughout the neighborhood during the week.
Lake Susan Hills Area (August 19 to August 25)
- Please be advised of a planned road closure on Osprey Lane between Bluebill Trial and Stonefield Lane on Thursday, August 24, and Friday, August 25.
- Utility crews will continue working on water valve and storm sewer utility repairs throughout the week.
- Please note that due to the nature of the watermain valve work being completed, short-term watermain shutdowns may be necessary within isolated areas. Crews are working hard to minimize the duration of these shutdowns, but they cannot be avoided. Notifications will be delivered to each affected property if a shutdown is required to complete the work.
August 16, 2023
Within the Lake Susan Hills neighborhood area – the intersection of Heron Dr and Osprey Ln will be closed today around 10:30 a.m. to begin working on an emergency watermain repair. This repair is expected to be completed around 6 p.m. this evening. Please utilize alternate routes through the neighborhood to access properties. The project's field staff will notify individual properties affected by the closure of the intersection or the watermain shut down to facilitate the repair. We apologize for any inconvenience this may create.
August 15, 2023
Due to some emergency sanitary sewer maintenance along Butte Court that the city had to perform today, several residences may experience residual sewer odor in your home. This happens because, during the cleaning process, the water is vacuumed out of the pipes, allowing the odor to penetrate your home. To resolve the issue, you can run water through your faucets, allowing the j-drain/p-trap to fill back up with water and pour about a gallon of water into your floor drains.

Curry Farms and Mulberry Area: (August 12 to August 18)
- Crews plan to work on the Curry Farms Park parking lot mid-week. This work will include removing and replacing the bituminous pavement.
Saddlebrook Area (August 12th to August 18th)
- Street crews will be working on Butte Court early in the week. They will move to Canyon Curve and the Saddlebrook Pass and Trotters Circle intersection from there.
- Removal crews will work on curb and gutter removals throughout the neighborhood during the week.
Lake Susan Hills Area (August 11 to August 18)
- Utility crews will begin working on water valve repairs on Friday, August 11.
- Utility crews will continue working on watermain and storm sewer utility replacements. All affected property owners will be notified if driveway or street closures are needed in a specific area.

Curry Farms and Mulberry Area: (August 5 to August 11)
- Utility crews will work on the pond outlet near Ashton Court and minor grading along Mulberry Circle near the west Lake Lucy intersection.
- The final street pavement and turf restoration layer will be completed later this summer.
Saddlebrook Area (August 5th to August 11th)
- Utility crews will continue working on utility replacements within the neighborhood. This work will generally progress from north to south within the neighborhood.
- Pavement reclamation (grinding into gravel) will occur on select streets within the neighborhood. Road closures will not be necessary for this process.
Lake Susan Hills Area (August 5 to August 11)
- Utility markings will show up early next week.
- Equipment and supplies will be delivered to the neighborhood early in the week.
- Curb removals may happen late in the week.

- Utility crews will be replacing an irrigation line on Mulberry Circle on Saturday. Access will be maintained to Lake Lucy Road at all times.
- Paving crews will be on-site working on Monday to place the first asphalt layer. Access will be maintained with minimal interruptions during this process.
- Street crews will be adjusting castings in the road and preparing driveways for repair late in the week.

Curry Farms and Mulberry Area: (July 17 to July 21)
- On Monday, July 17, Utility crews will work on a utility replacement on Heather Court at the Mulberry Circle intersection. This work will require a one-day watermain shutdown and localized street closure. Parking will be limited to Mulberry Circle for the day. Specific notices will be delivered to all those affected.
- Concrete crews will continue to work within the neighborhood throughout the week.
- Street crews will continue to prepare the street for asphalt paving.
Saddlebrook Area (July 17th to July 21st)
- Utility crews will be working on a utility replacement on Butte Court. Please limit on-street parking to the extent practical. A watermain shutdown will be necessary early in the week to complete planned watermain improvements. All affected properties will be notified before the shutdown.
July 11, 2023
Curry Farms & Mulberry:
Mulberry Circle W will be closed near Lake Lucy Road on Wednesday, July 12, to complete a storm sewer crossing under the road. Please use the east side of Mulberry Circle (near Powers Blvd) to access the neighborhood during the day.
July 7, 2023
Curry Farms and Mulberry Area: (July 10 to July 14)
- On Monday, July 10, Utility crews will work on a utility replacement on Mulberry Circle at the west Lake Lucy Road intersection. This work will require a localized street closure for two days. Access in and out of the neighborhood will be maintained from the east Mulberry Circle and Lake Lucy Road Intersection. Residents with driveway impacts will receive a notice.
- Utility crews will continue working on valve bolt replacements in the Mulberry area.
- Concrete crews will continue to work within the neighborhood throughout the week.
- Crews are scheduled to remove the asphalt pavement on July 13th & 14th. This process will leave the driving surface as gravel, and the contractor will maintain it until the new pavement is placed. Street closures are not required for this process.
June 30, 2023
Curry Farms and Mulberry Area: (June 30, 2023)
- Crews will be working on utilities on Heather Court, requiring a full street closure. All those affected have received a notice including timing and where to park.
Curry Farms and Mulberry Area: (July 3 to July 7)
- On Wednesday, July 5, Utility crews will work on a utility replacement on Mulberry Circle just east of Heather Court. This work will require a localized street closure. Access in and out of the neighborhood will be maintained in each direction from the closure. Residents with driveway impacts will receive a notice.
- Utility crews will continue working on valve bolt replacements in the Mulberry area.
- Concrete crews will continue to work within the neighborhood through the end of the week.
- No work is expected to occur on July 3rd or 4th.

Curry Farms & Mulberry Area:
- Utility crews will conduct a watermain offset on Devonshire Drive on Wednesday, June 28, along with the placement of a new storm structure on Thursday, June 29. Wednesday's work will require a Watermain shutoff. Residents affected will receive a notice with further information. Both days will also require blocking of the street with some driveway impacts. Please use alternative routes. Residents with driveway impacts will also receive a notice.
- Utility crews will continue working on valve bolt replacements in the Mulberry area starting next week.
- Prep work for new concrete will begin on Wednesday, June 28, and concrete crews will begin placing new curb & gutter and concrete driveway panels in areas needed beginning Thursday, June 29. Concrete work is expected to last into late next week. Crews will be beginning near Ashton Court and will work south into the Mulberry area over the next week and a half. Notices will be handed out to residents needing to be out of driveways with further instructions. If you did not receive a notice, please refrain from parking on the street during working hours. The timing of the concrete work is weather-dependent and may be pushed back due to rain.
- No work is expected to occur on July 3 & 4.

Ches Mar Dr. & Bramble Drive Area:
- Crews will plan to pave the final lift of asphalt mid-week. Following paving operations, crews will place aggregate shouldering along the edge of the street. On-street parking may be limited during these weekday activities. Please expect an increase in construction traffic as crews complete the work. Please use caution as you navigate through the neighborhood.
- Crews plan to work on shouldering and restoration work within the Bramble Drive Area late in the week.
Curry Farms and Mulberry Area:
- Storm sewer repairs are planned for late in the week along Teton Lane and Ashton Court. This activity will require a full street closure, eliminating access for the day. Please use the Devonshire and Powers intersection to access the neighborhood during this work. Residences that will have driveway access impacted will be notified further on dates and when to have vehicles moved.
- Utility crews will continue to work on watermain valve replacements throughout the week. Please use caution as you navigate through the neighborhood.
- Concrete crews will be on-site working on curb replacement. Residents with a driveway access impact due to this operation will be notified before the work commences.

ASSESSMENT REMINDER
2023 City Pavement Rehabilitation Project No. 23-01
Since construction has started in some of the project areas, we thought it would be a good time to remind you that the Chanhassen City Council approved an assessment of your property on May 8, 2023. Check the assessment notice mailed to you for the amount you owe. Two payment options are listed below.
Pre-Payment
- Pre-pay the assessment in full to the City of Chanhassen by November 22, 2023, and no interest will be charged.
OR
Payment via County Property Taxes (if pre-payment is not received by November 30)
- Take no pre-payment action and make payments via your County property taxes. The first installment will show up on your property tax statement for 2024.

- Crews are tentatively scheduled to be back on-site this Wednesday to continue to prepare the roadway for asphalt paving in the Ches Mar Dr area.

The contractor will begin utility replacement work in the Curry Farms and Mulberry area starting the week of June 5. Work in the Ches Mar Dr. & Bramble Drive Area is anticipated to begin on June 6.
Construction staff will continue marking removal limits next week, and Gopher One Call utility locates will be called in for marking. Please expect paint and flags along the roadway and an increase in construction and delivery traffic. Please use caution as you navigate through the neighborhood. A tentative project schedule is below and is subject to change.

The contractor expects to begin work starting the week of June 5 in the Ches Mar Drive and Bramble Drive areas, followed by utility work beginning in the Curry Farms and Mulberry area the week of June 12. Construction staff will begin marking removal limits starting next week, and Gopher One Call utility locates will be called in for marking. Please expect construction deliveries and traffic to occur soon. Please proceed with caution, slow down, and drive safely through the sites as crews work on improving your streets. No work will take place on Memorial Day, May 29. The final project order and schedule are currently in progress. We will provide updates as they become available. A tentative project schedule is below and is subject to change.

The City Council approved the project at the May 8 meeting and has been awarded to the contractor. A preconstruction meeting was held with the contractor earlier this week, and they are still determining their full schedule. Still, they plan to start work in the Bramble and Ches Mar areas after Memorial Day. The contractor also plans to begin work in the Curry Farm/Mulberry area in mid-June. The exact start date is still being determined primarily due to material supply logistics. More information will be posted here as it becomes available.

The city is working with a contractor to aid our 2023 street projects by doing some tree pruning ahead of the start of the street projects. Crews trimming trees along these routes over the next few months may be seen. Signs should be posted in these areas; a map is available here to show the specific locations.

Thank you to those residents who joined us during the Public Hearing for the 2023 City Pavement Rehabilitation project on Monday evening. The City Council voted to authorize the preparation of plans and specifications. Please keep in mind this is not the final approval of the project. This step authorized the final design to move forward.

The hearing is your opportunity to voice your opinion directly to the City Council regarding the feasibility of the project before it proceeding through the design phase.
