1. Is this the same property that is being considered for the proposed Chanhassen Bluffs Community Center?
No, the Chanhassen Bluffs Community Center is proposed to be constructed on land within the Avienda Development. The Chanhassen Bluffs Community Center would be constructed on the north side of Highway 212, west of Powers Boulevard. This proposed development is on the south side of Highway 212, north of Bluff Creek Drive.
2. If I live nearby, will I be assessed for utility extensions or new roads?
No, if city water and sewer is extended and roads built within this property, the cost for utility extensions and roads will be paid for by the developer. However, any other property that chose to connect to sewer or water would be charged a Lateral Charge in addition to typical hook up charges. No assessments will be charged to adjacent properties.
3. This concept shows a new sewer extension from the north side of Highway 212. Has that always been the plan?
No, in order to service the development area with city utilities, currently the City’s Comprehensive Sanitary Sewer Plan shows sanitary sewer extending down Highway 101, west on Flying Cloud Drive, and then traveling north up Bluff Creek Drive. This segment is a total of approximately 2.5 miles of sanitary sewer and water.
As proposed, the city water and sewer access would instead be obtained from the north side of Highway 212 and access the development site for a distance of approximately ¼ mile.
4. I’ve heard that this project would mean that additional land zoned for office/commercial would become developable. Is that true?
Yes, approximately 30 acres on the south side of Highway 212, and west of Powers Boulevard is guided for commercial office development but currently does not have access to city utilities and therefore is not developable.
If this residential development adjacent to Bluff Creek Drive moves forward, they will extend both water and sanitary utilities to Pioneer Trail. This would connect to city utilities beneath Pioneer Trail and Powers Blvd as well as a new lift station on the east side of Powers Boulevard that would be constructed to service the vacant land in that area. The lift station adjacent to Powers Boulevard is currently within the City’s Comprehensive Sanitary Sewer Plan and has been previously budgeted.
