Overview

Upon completion, every new house in the city is required to have a lawn and at least one tree in the front yard. Some homes have additional landscaping requirements. If the landscaping has not been completed by the time the house is ready for occupancy, the city collects a cash escrow as insurance that the landscaping will be done. The deadline for completion is three months from when the Certificate of Occupancy (CO) is issued or July 1 of the following year if the CO is issued between October 1 and May 1.

To schedule an inspection of your landscape and the release of the escrow, please contact the Finance Department at (952) 227-1143. No inspections will be made between November 1 and April 1 or whenever there is snow cover.
