Overview

On April 24, 2023, the Chanhassen City Council passed Ordinance 707, replacing Chapter 10, Article IV concerning Peddlers, Solicitors, and Transient Merchants with a less restrictive ordinance in order to be in line with State and Federal Constitutions and Commerce Clause protections.

Peddlers, Solicitors, and Transient Merchants are NOT REQUIRED to be licensed. However, the following types of transient merchants have other requirements:

  • Farm and Garden Products - An Event and Seasonal Sales Permit is required for persons selling products of the farm or garden, including Christmas trees and flowers at sites approved by the city manager or city manager's designee considering vehicular traveling speeds, turning movement, available parking, and other public safety considerations. 
  • Mobile food vending (food trucks) - See Ordinance 672 for general requirements on food trucks.

Hours

Door-to-door solicitation is allowed between the hours of 9:00 a.m. and 8:00 p.m.

Recommendations

  • Immediately call 911 if a peddler or solicitor refuses to leave your property after you have told them to leave.
  • Be careful of whom you let in your home.
  • Remind your children how to deal with strangers and safety rules; they may answer the door when you're not home.
  • If you do not wish to receive peddlers and solicitors, posting a sign stating, "Peddlers and Solicitors Prohibited" is enforceable per the Chanhassen ordinance. The sign must be at least 4 inches long by 4 inches in height, and the printing shall not be smaller than 48-point font. Minnesota Statutes

Under MN Statute 325G.08, all peddlers and solicitors must provide buyers with a Notice of Cancellation for sales of $25 or greater. The Notice of Cancellation gives buyers three days to cancel their purchase without penalty. This statute is commonly known as the Three-Day Cooling Off Law
